With the Zodiac Ring you can now reach the eastern part of the sewers and keep going until you reach the glowing stone tablet next to the sealed door. While you’re at it, you can also steal leather shields off of them as well. As a side note, keep an eye out for the Samiri enemy while in the sewers as you need to steal the Gardening Tools off of them using Malvado for the Stolen Thief side quest. Approach it to receive the Zodiac Ring then use it on the device below you to cause the pipes to drop again. Head past those pipes to find a glowing pedestal there on another pipe.
